There is also one place where you can find a corpse which has dropped a pistol next to him. You will also have to have a few Quests completed in the story. Ok, so on Normal Difficulty you can actually find it sold by Vendors once you reach a high enough Survivor Level. It can also depend on if an Event is going on and if you have that option on, as sometimes the Event will change the loot tables during the event as well. That's going to depend somewhat on your Difficulty chosen, and then it will depend some on your Story Progress or Survivor Level.
